Starting from November 29th, 2024, Thailand will implement new TISI certification requirements for some products on the Shopee Thailand site. Specifically, 19 product categories will be required to obtain the certification from the Thai Industrial Standards Institute (TISI) before they can be listed and sold on the platform. This new regulation aims to improve the quality and safety of products and ensure that consumers can purchase products that meet Thai standards. Sellers need to complete the TISI certification process before uploading these products; otherwise, their products will not pass the review and be listed on the platform.

TISI certification is an authoritative standard issued by the Thai Industrial Standards Institute (TISI), under the Ministry of Industry. Its primary purpose is to ensure that products meet Thailand’s national quality and safety benchmarks. This certification applies to a wide range of categories, including electronics, food, and building materials.

With Shopee’s new requirements taking effect, sellers are strongly encouraged to familiarize themselves early with the specific TISI standards relevant to their products. Preparing documents and completing testing in advance can help sellers smoothly transition to the new rules. The Process of Applying for TISI Certification

The application must be accompanied by relevant documents, including technical drawings, product descriptions, and any existing certifications.

2. Document Review: TISI conducts a comprehensive review of the submitted documents to ensure that they meet the required standards. This step involves verifying whether the product complies with Thailand’s safety, quality, and performance standards.

3. Sample Testing: Once the documents are approved, product samples must be sent to a TISI-recognized testing laboratory. The samples are rigorously tested to check for compliance with the specified standards. The tests may include safety evaluations, performance evaluations, and environmental impact tests.

4. Factory Inspection: TISI may conduct an inspection of the manufacturing factory to ensure that the production process meets the required standards. This inspection can verify whether the factory maintains consistent quality control and adheres to the manufacturing practices outlined in the application.

5. Certification Issuance: If the product passes all the tests and the factory inspection is satisfactory, TISI will issue the certification. Then, the product is authorized to display the TISI mark, indicating compliance with the Thai industrial standards.

6. Post-certification Monitoring: After certification, TISI may carry out regular inspections and require re-testing of the product to ensure continuous compliance with the standards. If any changes are made to the product or the manufacturing process, re-certification may be required.

7. Certification Renewal: TISI certifications are usually valid for a specific period of time, after which they must be renewed. The renewal process involves re-applying, submitting updated documents, and possibly undergoing new tests and inspections.

Materials Required for TISI Certification Application

1. Applicant’s Information

(1) Company Business License: To prove the legal registration status of the applying company.

(2) Company Registered Address: The specific address information of the company’s registration.

(3) Identity Proof of the Legal Representative or Authorized Representative: Provide the ID card of the legal representative or the power of attorney of the authorized representative.

2. Product Information

(1) Product Name and Model: Clearly specify detailed information such as the product name, model, and specifications.

(2) Product Manual/User Manual: Provide a detailed description of the functions, applications, and usage methods of the product.

(3) Technical Specifications: Include detailed technical information regarding materials, design, and manufacturing processes.

(4) Production Process Flow: The various production process flows of the product as well as quality control measures.

3. Laboratory Test Reports

(1) Test Reports: The products need to undergo laboratory tests that comply with Thai standards. The test contents usually involve aspects such as safety, environmental protection, and performance.

(2) Certification of Testing Institutions: The test reports should be issued by accredited laboratories (which can be either domestically or internationally accredited laboratories in Thailand).

4. Declaration of Conformity Product Conformity Declaration

The enterprise is required to declare that the product complies with the relevant requirements of Thai industrial standards. Usually, this part can be provided by the manufacturer.

5. Samples (if required) Sample Provision

For certain products, samples need to be provided for testing during the application process. The quantity and specifications of the samples will be determined according to the product category and the specific requirements of TISI.

6. Other Relevant Documents

Depending on the product category, other additional materials may also need to be provided, such as environmental impact assessment reports, safety certifications, etc.
